GBCA welcomes Victorian Government’s insulation initiative

The Green Building Council of Australia (GBCA) has welcomed the Victorian Government’s plan to include discounted ceiling insulation in the Victorian Energy Upgrades (VEU) program from early 2026.

The initiative will cut the average cost of installing ceiling insulation in eligible homes in half, reducing energy bills by approximately $400 annually.

GBCA chief executive Davina Rooney says that improving insulation will be one of the most crucial steps in cutting energy costs and enhancing resilience to extreme temperatures and weather conditions.

“Good insulation is invisible, but its impact is felt daily,” she says.

“It makes homes more comfortable to live in, healthier for families and cheaper to run.”

Davina claims the initiative will support Victorians in navigating the energy transition while delivering immediate benefits.

“Every dollar spent on insulation invests in lower bills and healthier homes. It’s great to see incentives that directly lower bills while improving comfort.”

Solar Victoria will work alongside GBCA, industry, unions, training organisations, and the Energy Efficiency Council to help grow the insulation installer workforce and maintain high standards.

“With many Victorian homes currently under-insulated, there is a clear opportunity to improve home performance and cut energy costs,” Davina says.

“We look forward to contributing to the consultation process to help shape this initiative and continue strengthening support for energy efficiency across Victoria’s homes and buildings.”
